There are quite a few with different strengths. I would consider liquidtext if
they are long documents, ZoomNotes if extensive commenting is required (you can
set the page to infinite whiteboard), GoodNotes if not. But my default is
always GoodReader for PDF’s. Some of those offer a lite version I think.
