I would assume the iCloud backup includes all local-only storage from the iPad, 
excluding any cloud storage. 

It should back up any app data, so if an a cloud app like Dropbox has made any 
folders available offline by storing them locally, they may be included too, or 
not if the Dropbox app is clever and excludes that local data specifically from 
a backup
