I have seen a few apps that very explicitly say a folder will not be
backed up (e.g. goodReader)... from this I infer that the default is to
include all data. After all, plenty of applications don't use iCloud,
and you would expect them to have data backed up.

I would assume the iCloud backup includes all local-only storage from
the iPad, excluding any cloud storage.
It should back up any app data, so if an a cloud app like Dropbox has
made any folders available offline by storing them locally, they may
be included too, or not if the Dropbox app is clever and excludes that
local data specifically from a backup

Hello SMUGgers,
Am I correct in thinking that activating iCloud Backup for my iPad
backs up all the data stored by apps in iCloud Drive (amongst other
things), but EXCLUDES any documents stored using the Files app in
“On my iPad” and that these latter files need to be backed up
manually to external storage such as a USB drive or similar?
Thanks in advance.
Regards,
Stephen
