ah, ok, thank you both. I had ended up in Siri/Spoken Responses (but now
realise they are not the same).
I had this turned off successfully so suspect iOS 16 sneaked it back on
(the whole lot are turned off now!)

out. It’s really infuriating that there is no off button that I can
find (everything seems to have an exception for when you have
Bluetooth headphones in). Nor do I want my phone on silent mode
permanently!
