When you wrote your service, you must deploy it in the interest of accessibility.
Point your browser to the
http://localhost/soap/admin (if it's necessary write the port number after the
localhost) and choose the "Deploy"
button. The blank appears, you must fill its field. (ID, scope, methods, provider
type, provider class, static?)
Click the "Deploy" button at the bottom of the page (not on the left side!)
If you're ready, you can check the result by the "List" tool of the SOAP Admin.
