While the performance of Apache SOAP is not at all times exemplary, you are experiencing unusually poor performance. I have a simple service where the client sends the contents of a file as a byte array and the server returns a slightly modified version of the byte array. On a 400 MHz AMD K6-III running Win2k, JDK 1.3.1, Tomcat 4.0.1 and the newest build of Apache SOAP, the round trip time is 17 seconds for a 1.7 MB file. Note that this includes encoding the byte array in Base64, which means the data transmitted is 33% larger than the file itself.
