Sidd,

You aren't required to use Tomcat, but you are required to use a servlet
engine. If you have something against Tomcat, you might consider using Jetty
(http://jetty.mortbay.org/jetty/index.html).

If you're just getting started with Web services, I recommend that you use
Apache Axis rather than Apache SOAP. Axis is the "new and improved" Apache
SOAP server. See http://ws.apache.org/axis.
