Well, haven't followed this thread, so I might speak rubbish... but... You can use any other application server, or servlet container or whatever you wish. For example you can use the orion. Or who knows what. Just to be something like servlet 2.2 compliant.
Without a servlet container... well, I don't know if you can do that. There might be a project but... Just question, why don't you use the AXIS (from apache).
