Looking through my copies of plans and instructions for the Cirrus, the CG should be 3 5/64" to 3 35/64"aft of the leading edge. I have always figured this was measured close to the root of the wing. I see no mention of control throws anywhere. The instructions it seems assume you are using Graupner radio gear of the day and possibly the throws are built in to the setup. I have usually used 3/4" to each side from cemter on rudder and stabilizer as a good starting point.
