Im not the Bob Jody replied to. There is a safety issue in that skegs will help to keep the plane on the ground and not balloon back into the air. We do land with the plane coming directly towards us. Im not sure how a skeg or shark tooth well allow a pilot to cheat. If the rule allows skages then everyone can be equal. If the rules don't allow skages then everyone is equal with that too. Either way i can fly with or without skags. Made them removable.
