[RCSE] About a LSF DS Task

    OK, take a good look at the LSF voucher.  The founders recognized that
not everyone lives near a flyable slope and allowed thermal substitutions
for slope tasks at Levels I through IV.  Adding a DS task would really place
a burden on those not blessed with DS-able site.
