You might want to contact the San Fernando Valley Fliers club that flies out of Apollo 11 field in the Sepulveda Basin. A few years ago they a problem with a guy with a Tx and a bunch of crytals who was intentionally shooting down planes from the parking lot. I don't know that they ever recovered anything from the guy, or if he was ever really punished, but I think they at least got some sort of restraining order against him, and stopped his activities. You might want to ask the club (or perphaps the AMA) how they persued this.
