If you file a non-paying bidder claim with ebay,
you can re-list again without paying a fee.
Before the ebayer is tagged as non-paying bidder,
ebay will warn them plenty.
2 Non pays by a bidder and ebay kicks them
off.
I just went over the 100 feedback mark on ebay with
all transactions sucessful.
Some sellers require a 10 feedback or greater for
buyers to place a bid.
You can cancel someone's bid if they don't meet
your spec. Not a good thing
to do in general but it can weed out the
bozos.
