[RCSE] What is Q-cell?

In a burst of generousity one of our club  members brought some excess 
building material to the meeting to give away.  One of the items was a bag 
of what was labelled "Q-Cell".   The gifter thought it was microballoons but 
was not sure.  Anyone know what it might be?
