Google rules! I found it sold by a surf board shop, used as an resin thickener for repairs. Sounds like its main use is to fill dings.
I had to dig, but I finally found a reference to micro-balloons, seems
like that's what you've got (my second guess was cabosil).

Micro balloon and Cabosil are differant animal. Micro balloon is to increase volume with minimum wt increase, does not "thicken" the resin until you put so much in till it is crumbly. Cabosil is thickening agent to to make resin stop moving.
