Jerry,
I didn't put in new brushes. I just polished the grime off the old
ones. They were hardly worn at all..
Also, I didn't scrape between the commutator segments. I had done that
earlier this year, when I did a general cleanup on the motor. This time
I was just trying to make sure there wasn't any surface grunge.
I'll be trying it out again tomorrow. We'll see what we get.

Bary,
Thanks for the input. I'm still trying to get my winch set up
properly. I put the needle bearing in, but something else must have
gotten misaligned, as it was actually worse. I reset all the
brushes, and will try again this weekend. It spins up fairly well
with no load (and no line on the drum).
I may have to replace the solenoids, as well. I think I may be
getting too much contact resistance.
Anyway, once I have something definite to say, it will be up on RCSE.
