Try making a block that will sit on top of the v-tail at the root. (Angle
the bottom of the block to match the v-tail angle.) Now you can set a small
bubble level on the block to measure the v-tail incidence. Raise the tail
until the bubble is perfectly centered, and then use a meter to set the wing
incidence.
 
I’ve never flown a Snipe, but I doubt you’ll  need that much positive
incidence. I’d start around 1 degree I think. (Enough to be sure it isn’t
negative.)
My own fast wingerons are set up at 0-0, or very close to it.
