But they speak with their hands ! They can't talk and

But there is a easy distinction, being distracted!
Some folks talk and drive, and some drive and talk.
The ones that are distracted should be ticketed, along
with the newspaper readers, eaters, make-up artists
etc. I really annoy folks I'm talking to, 'cause I
have long pauses where I ingore them, while I'm busy
driving.
Cops will just have to be BETTER ticket writers, not
prolific writers.
