I'm sure that nearly any miniPCI card will work, subject to the limitations of available current, and the simple fact that some of them bring signals out of the miniPCI edge connector (audio, provisions for Ethernet, etc), that I doubt this carrier makes provisions for.

Sure. I think this would be an interesting way to get 8 crypto accelerators into a single PCI slot (e.g. 1U) system. If the mobo had dual 1Gb ethernets, it could make for an "interesting" VPN gateway.
