ipkg came from the 'familiar'/'handhelds.org' distro(s).

while it make be like dpkg, the file formats are very different.

BusyBox is included was the orginal Linksys sorce code. So even though you couldn't get to a shell easily on a unmodified linksys WRT, there is still BusyBox running underneath. I don't beleive OpenWRT added are modified anything w/ regard to BusyBox.

Again, I may be wrong as I haven't looked to indepth into it.
