Are you sure OpenWRT is based on Debian?
I'm pretty sure its based on BusyBox - i.e. built from scratch using a
stripped down lirary designed for embedded applications.
BusyBox is included was the orginal Linksys sorce code. So even though
you couldn't get to a shell easily on a unmodified linksys WRT, there
is still BusyBox running underneath. I don't beleive OpenWRT added are
modified anything w/ regard to BusyBox.
Again, I may be wrong as I haven't looked to indepth into it.
