It's Mozilla Gecko based, but it's smaller. I think even more so than FF.

I doubt it. I don't know of any way to massively control such a feature on every program. I seriously doubt that such an option exists - at least in Windows. At you seem to have noticed, a lot of programs don't even give you that control individually.
c] Is there a way to prevent a program that is opening, or just opened, from jumping to the front screen. I want things to open, and stay in the background, until I am ready for them.
Again, not that I am aware. You might want to do a google search for XP (or whatever flavor of Win you are using) Tweaks, and see if one of the many little free Tweak programs can let you do that. Usually all these programs do is put options that are hidden and buried within Windows out front where you can grab them. But, again, I'm not sure if even these hacks will give you the kind of controls you are talking about.
Hopefully the K-Meleon thing works for you. Sorry I couldn't be of much more help than that.
