When I studied German for the first time in University, the first course was based upon about 750 words. Then the second course went from there. But it depends upon for what you are taking the exam. If it is just general language more isnot better, unless is breaks the words down more and counts such. I found that some of the german-english dictionaries harder to find words in than the french-english dictionaries. But that is me.
