I have attached an interesting photograph of one of the "Bradburys" archived at http://www.geocities.com/socredus/compendium that were issued in various denominations by the British Treasury during WWI. I don't know if you had seen one before. As is apparent from the photograph, they were effectively bearer checks that contained a declaration of "legal tender" but no "promise to pay." What you see is all there was since they were printed on only one side of the paper.
