Works fine on the net5501 too...

It works too.  "boot f0" is very useful for PXE booting a machine that
has an operating system on its internal drive(s), e.g. to upgrade it.

Indeed, that is the behaviour I would expect.  The computer trying PXE,
and going to monitor if no tftp server is available, if there is not a
bootable drive on it (even if there is a drive installed on the Soekris).
