I had the same problem, when running OpenWRT. I didn't do the in-depth 
technical investigation that you've done, regarding the window and so 
forth, and that fix is very much appreciated.

I recall finding an online argument between Soeren and H. Peter Anvin 
(pxeboot for linux) author on what what the correct behavior. Obviously, 
this has not been resolved, leaving some pain for the users. It is 
thorough documentation of the problem, with solutions, that relievs this 
pain. I suggest that your email become part of a FAQ for Soekris users, 
without taking sides of Soeren or HPA.

I hope that you are OK with me taking your post (with attribution, of 
course) and putting it on our internal Wiki here at the Harvard CitySense 
project.
