  I run monowall on a Soekris 4521 and it does fine.  If you just mean a
web interface to configure options, you have a number of choices.
IPCOP, EMBCOP, pfsense, monowall, and DD-WRT come to mind first.  They
are capable and adminitered through the web.  DD-WRT is the smallest of
these and monowall is next.  All the others take more ram than my 4521
has, but work fine on a 5501 or similar.
  I have a friend working on a distro for these boxes that adds domain
filtering based on white and black lists.  I think there are lots of
choices for what you ask, once you have a decent amount of ram.  This
kind of device does not need a fast CPU, unless you want enough
bandwidth to support a good sized business.
  If you really mean the program webmin, then I don't know of any
pre-rolled distros, but you could probably do it with OpenEmbedded.
