In that context, install sets: bsd, base, and etc
(optionally man and bsd.rd also)

That's more trouble than it's worth.  crunchgen might also be more
trouble than it's worth, but it's an option also

Then mount the root filesystem read-only and make separate read-write
mount points for /dev and parts of /var.  /dev can be mounted as mfs

Writing to flash will be slow so if you use it for caching, keep that in
mind.
