What, if anything, did you do to configure the install process to use the 
serial console for the installer at 19200 bps? Did you read the soekris wiki 
about installing debian?

Normally PC style installers don't know to use the serial console, preferring 
the screen console, and need to be instructed to do so and at what speed. 

You may wish to try configuring the 4521 to 9600 bps and seeing if that works 
better, but you really should configure the serial console in the installer 
before running it. What does 
/var/lib/tftpboot/debian-installer/i386/boot-screens/txt.cfg and 
/var/lib/tftpboot/debian-installer/i386/boot-screens/syslinux.cfg look like?

And, just to pick nits, it's 19200bps, not 19200 baud. The baud rate is how 
fast you're signaling, not the gross bit rate. You're probably still signaling 
at 9600 baud yet transmitting data at 19200bps. ;)
