I've experienced this as well.  It was with OpenBSD 4.8 on a Net5501
with the 1411 module.  At some point between 1.5 - 2 MBps of IPSEC
throughput load over a 20-30 minute period causes the box to fall off
the network and I'm guessing into a kernel panic.  I lost serial
access until a power cycle, and there was very little trace of what
the box was doing in its last minutes.

The quick and dirty workaround for me was to use Altq and throttle the
IPSEC traffic below 1.5 MBps.  While it's not a very good fix, it did
keep me from tearing up the box.  I hope this helps.
