Maybe the original poster (Bob) meant to say:

   Please do not send HTML-only email to public mailing lists.


This to me is the thing not to do.

I am not making a claim that the email Bob is referring to did this, but 
I can say I'd happily /ignore mailing-list posters who send HTML-only 
content to mailing-lists.


There is a difference between sending a MIME email:
  * that has 2 parts "related" (a part that is plain text and the other 
part HTML) and
  * an email that has a single part (HTML only)

Anyhow MIME for the most part does not cause a problem with a non-MIME 
client (if you can find one) since the plain text part is almost always 
first and still readable through the MIME boundary markers and part headers.
