Both COM1 on P1 and COM2 on JP4 are RS232 levels using a MAX3243 driver, 
the datasheet says RS232 levels at min 5V, typ 5.4V.

But note that COM2 is also available on JP5 at 3.3V CMOS levels, see 
manual for details.
