I've so far had good luck with CompuLab's Fitlet-X-LAN.
Pretty good if all you need is 4 ports. Confirmed with Debian8 &
Shorewall (and an admittedly short rule list) it can forward from port
to port @ line-rate (TCP at 115MByte/sec).
For clarification: this is a bridge setup with bridge-port firewalling,
no NAT. but it has full connection tracking & this is 4 separate (i211?
igb driver) NICs, not a switch chip. Intended to go in front of a
hypervisor box that will go into a datacenter.

Also using one as an edge router/CPE for personal use.

Not as cheap as an APU3B4, about 2.5x the price. VERY low power draw
(5W?). Supports up to 8GB RAM, has two HDMI, a miniPCIe/mSATA port, plus
their FACET card is really just an odd form-factor miniPCIe.
You probably could fit another miniPCIe card in if you didn't need more
than one port.

Standard AMI UEFI BIOS (whether you prefer this or Coreboot is up to you).

Bootable from the microSD card, but not recommended.
