Well, supposing it wasn't a joke, the best advice that can be given is to buy this book : "Digital Signal Processing in Communication System", by Marvin E. Frerking, ISBN 0-442-01616-6 and read it from page 1 to the end. Should be enough to start. The second step would be to switch on both the soldering iron and the PC, and start practicing what had been learnt from that book.
