The $10 unit will probably not do 96KHz, I have one and Windows says 48KHz.

Your best bet is the Sound Blaster Live 24, you can get those for less 
than $25 on eBay, someone mentioned the USB Audigy, those are higher in 
price, you should be able to get info on the Turtle Beach unit.

For a mere $350 you can get an Edirol 192KHz in/out out of 2 stereo 
pairs, it uses Firewire superb flat low noise in/out to about 85HKz. 
This one is on my list for when I don't know what to do with my money, 
hah, I have a son going to medical school, what extra money?
