I'm assuming you use a Windows environment. Besides Visual Basic, you have the choice os a multitude of languages. Borland has Delphi Explorer available for free, it's an excellent development environment that finds a lot of common bugs for you and has excellent Visual design tools. It's available in a Win32 and a .Net version.
