Some PC's are terrible as far as noise, most of it comes from the power 
supply, so ferrite core, bypass capacitors will help, or sometime 
outright replacement with a quieter power supply.

On many though it's the monitor who is the culprit, easy enough to find 
out, tune to a weak signal that has bad noise, and while listening turn 
off the monitor, if most of the noise goes away then you need to shop 
for a LCD monitor, although all are not as clean, so take a battery 
power radio to the store and tune in-between stations and listen to the 
noise. You can use the same method with you PC to find out where most of 
the noise is coming from.
