 Well, the SPL can be used without licenses, if the use is not commercial. The 
IPP instead must be licensed, but I read on the FlexRadio list that somebody at 
Intel told them that if used strictly for radioamateur's purposes, no license 
were required. But this of course should be confirmed, before deciding to 
seriously use it...
