I'm not Andreas, but from my experience it's best to rewrite user preferences. (We have a module at work to do this.)
Not sure if it's still so, but just before the module was made, if I remember correctly we found some of the other methods accumulate workgroups in the list. Rewriting is the best to have a clean slate every time.
