Hi all, I have an old colleague from R&H who is developing a review tool software for the internet.
https://rgbnotes.com/features.php After talking with him and trying it out for myself, it looks like one of the best out there. You can draw on frames, scrub through video and audio. Have multiple project folders, just to name a few of the features. He is in beta, at the moment, but I believe he will be releasing it soon.
