Technically, Soft (bundled with and for the same price as 3DS or Maya) has been available to anyone since a few months ago, until Feb 2016.

Or at least since this SI-Community banner pic :p

        Softimage
In no small way thanks to Jill (almost as a last effort before she left) , and spotted around in (real) online stores such as there...

Maya with Softimage 2015 from Autodesk is a single user, perpetual license software download that features an assortment 3D animation tools to help with modeling, simulation, effects, rendering, and more.  [...] By combining it with Maya, this bundle gives users a chance to migrate over to a new application before Softimage is discontinued.

Good for those that mostly used it in studios, or interested in what arguably is, and what will probably be for quite a while by quite a gap, the most efficient/ human friendly/ versatile and *forgiving* high-end thing out there, and coming with (the last non-rental) Maya allows to make/bake Soft assets/effects for (standard) Maya.

Can't believe I'm promoting sales for the company that effectively (slowly) reduced it to almost nothing, but I think wider SI distribution and usage takes precedence.

Funny cause that Maya only product description includes..
Bifrost Procedural Effects Platform
A separate compute application--capable of background processes--that takes inputs from Maya and returns the reaction data in order to create liquid effects procedural
which will be exclusive to 'liquid effects' and perhaps later 'other simulated effects',
while what will be the scope of it's final reach remains highly 'to be seen' and far far away.

The 3 n-modules, mentions ;
<< Bi-directionally interact with other n-modules >>

While it could be said of Soft
Bi-directionally (+intuitively, +visually, +non-destructively) interact practically anything with practically anything

OpenSubdiv Support
A Pixel[Pixar?]-developed technology designed to accelerate render performance in interactive workflows, using GPU and CPU parallel processing
Which good old SI subdivs -still- outperforms by a mile and a half, even if using a monster GPU (I kid you not!)

Pipeline Integration

Scripting and API
Customize your workflow with scripting, or tap into the API for even greater control
Granted. But soft is not far behind on customization/scripting front, ..except while being 'friendly', which is usually contradictory,
and 'behind' is all relative considering... you know..  (ICE)

2D and 3D Integration
Interact with 2D and 3D objects from the same interface for a streamlined workflow
No comparison (2d/3d FxTree integrated comp tree)

Data and Scene Management Tools
Tools such as File Path Editor are designed to simply media management, helping you stay on top of the large data sets associated with complex scenes
No comparison

Scene Assembly Tools
Create large, complex worlds while expending less effort
No comparison (when using simple techniques for large scale scenes) while comparatively far less compromising on user sanity.

... no comparison (on many many fronts) ...

Yes, but only for Softimage users like in the rest of the world I think. For new users I think only the Suite is available.
