It's inherited from the SceneItem object, so similarly Parent3DObject, Material, and Model don't make much sense as properties of a Pass object either.
At some point it must have made sense to inherit Passes from SceneItem, and it must have also made sense (albeit for different reasons) to have SceneItem own a collection Envelopes. Just a clashing of needs.
