You'll have to ask someone at Softimage to answer the internal question.

Best to my recollection is that it's merely a hidden cluster.  Other than 
that, there's nothing special about it.  To make a hidden cluster you give 
it a name with two leading underscores (_).  For example, instead of calling 
your cluster "vertexCluster", you'd call it, "__vertexCluster".  Just keep 
in mind if you go this route a number of SDK calls may no longer be able to 
find the cluster.  Therefore, keep a reference to the cluster so you can 
find it, do not rely on a hardcoded name.
