They changed the way you bring in fbx animations last year. So just
checking, but have you done this?

When you import an fbx with animation you see the there is a preview of the
animation, you have to create an (in the asset pane, right  click > create)
animation controller, call it "My anim", drop the animation into that flow
chart and put the animation controller "My anim" onto the fbx asset in the
inspector.
