Service Packs on the main release can be found online at AD, and
installed without any license changes.
The Extension packs (and their SP's) need an active license to login and
download afaik.
A new release (e.g. 2015>2016) will include all of the above, and the
new stuff.
All this makes a confusing set of updates ;)
