Hi Wes,

It sounds like there is a short on the 5v DC bus.  What resistance do you 
measure from the 5v test point to circuit ground?   Soldering problems can 
usually be found with a very careful visual inspection of the circuit board.  
Also look for components in the wrong locations or components placed on the 
board with the wrong orientation.

  I finished my kit on Sunday and powered it up briefly to check 
  voltages. The 5v testpoint is .81v, 12v testpoint is at 11.9v. I also 
  checked the current draw at the 5v testpoint; it is at 117 mA. I have 
  not put together anything like this, just simple kits and no 
  tranceivers at all. Can somebody point me to a likely area to check? 
  The only test equipment I have is a digital multimeter.
