The problem is, what is the alternative, have someone else decide
your file is not important?

I'll have to look but my site has a mechanism to allow users to
upload files to an individual's file areas, as well as common areas,
and my limits are huge and changeable. Still it takes personal
discipline to make any system work unless you are willing to put up
with someone deciding that your file is not important enough.
