Eric,

I think you may achieve what you need by using a 30m SoftRock. Not 
sure about the Lite but the RxTx version has a 40.5 MHz crystal for 
the 30m band. You will need to change the 40.5 MHz crystal for a 36 
MHz one. The input stage BPF may also need some re-adjustment to tune 
it to 9 MHz rather than 10 MHz.
