Hi,

Looking at the last SF job to write for zuul3 "sf-deploy-lastest" make me
feel this one will need to be updated to use only a bare centos image and
not the sf image master as of today. Indeed I think we are all align about
to no longer build and provide an image for SF.

Furthermore with "sf-deploy-latest" we use the heat templates to manage the
deployment. Should we continue to provide heat templates ? It's hard to
maintain and can be replace by an Ansible playbook[1] (w/o os_stack) based
on an arch.yaml file. Or even we can decide to skip completely
any deployment tool. wdyt ?

Finally, so I don't migrate that job as it will require more refactoring.
It will be adpated to zuul3 later.
