I think we should replace the heat template with an ansible playbook. It's could be really useful to easily test all the arch files provide in sf-config. We can add some tasks to do the deployment based on arch file in the existing playbook [1]

Finally, so I don't migrate that job as it will require more refactoring. It will be adpated to zuul3 later.
