I can tell I'm not fully understanding what you're saying.  But perhaps if you
read 
Ben Stasiewicz's analysis of ICMPv6 PTB with MTU=1280, you'll be happier -- it
shows much higher sucess than his later tests using MTU<1280.  His MTU=1280
test is at:
